ダウンロード完了して、中身見てみました。
Msys に書かれてる環境をパックしたみたいですね。

Mingw files are already extracted under the
/mingw directory and appear on the PATH by
default. I have also fixed a couple of
problems in the Msys release and set up
bash running in a DOS shell by default.

RUNNING THE SHELL:
Users should double click on the msys shortcut
to start up the shell. Users should not need
to modify their PATH before running the shell.

COPYING THE SHORTCUT:
If you decide to copy the msys shortcut to
the desktop, you will have to update the
paths in the shortcut. Both the Cmd line
and Working paths under the Program tab
must be fully qualified. You might also
want to update the icon path, but it is
not required.

msys.bat に PATH=F:\msys\bin;F:\msys\mingw\bin;%PATH%
追加して、ショートカット作りなおして実行すると

RXVT が無効な命令を実行しました。
モジュール : MSYS-1.0.DLL 、アドレス : 0157:7105421f

だと、 Win95OSR のせいか、私の環境のせいか。
真剣に捨てなきゃかかな。

そうですね。コンパイル環境だけとしては、 Cygwin は大きすぎますね。
Linux 環境のエミュレートを目指してるのか ?
